Admin & Finance Assistant (AFA) for Indonesia Domestic Biogas Programme (IDBP)

Title : Admin & Finance Assistant (AFA)
Duty Station : Makassar, South Sulawesi
Responsible to : Provincial Coordinator

Background
Since 15 May 2009, Hivos is running the Indonesia Domestic Biogas Programme, funded by the Dutch government. This programme is undertaken in close cooperation with SNV Netherlands Development organization.

The overall objective of the Indonesia Domestic Biogas Programme is to disseminate domestic bio-digesters as a local and sustainable energy source through the development of a commercial, market oriented sector in selected provinces.

The specific objectives of the Programme contributing to its overall objective are:
  • To support implementation of provincial bio-digester programmes and increase the number of quality domestic bio-digesters with 8,000 in maximum eight provinces, of which 2,000 installations will be outside Java;
  • To ensure the continued operation of all bio-digesters installed under the programme;
  • To maximize the benefits of the operated bio-digesters, in particular the optimal use of digester slurry;
  • To develop the capacity of existing organizations and institutions and to facilitate establishment of organizations and institutions for the continued and sustained development of the bio-digester sector;
  • To develop financial services to enable poor farmer households to participate in the biogas programmes;
  • To effectively exchange knowledge between all relevant actors in the programme and with relevant international actors.

Scope of work
The Admin & Finance Assistant is responsible for supporting the IDBP in the day to day office running, including :

ADMINISTRATION :
  1. Answer phone calls and receiving visitors.
  2. Record incoming and outgoing correspondence.
  3. Record incoming and outgoing warehouse stock.
  4. Draft letters/documents as required.
  5. Do photocopying, scanning, faxing and sending of documents.
  6. Organize logistic matters of meetings and events (such as food order, sending invitations and follow up confirmation, registration desk, etc.).
  7. Handling in procurement and logistical tasks (find quotations and prepare purchase and/or bidding documents).
  8. Scan and entry data for construction documents as well as filling all documents related with construction partners, such as: pre-construction forms, biogas completion reports, etc.
  9. Performs other duties as may be assigned by Provincial Coordinator, Office Manager or Finance Officer at NBPSO.
  10. Update contact lists and manage the name cards holder.
  11. Filling system for incoming/outgoing documents (hard/soft copy).
  12. Manage monthly timesheets.
  13. Manage car/vehicle usage.
  14. Responsible for small office maintenance tasks.
  15. Organize delivery of documents and programme equipment
  16. Organize travel and accommodation of staff and guests.
  17. Prepare contracts for vendors/suppliers

FINANCE :
  1. Handle petty cash
  2. Record all transactions
  3. Prepare liquidation reports of fund usage
  4. Prepare cash advances for operational cost.
  5. Prepare budget breakdowns for office operational needs.

Time frame
The contract will be undertaken from 16 April until 31 December 2012 (with possibility of contract extension).

Founded in 1987, RutgersWPF is aimed at improving reproductive health and ensuring reproductive rights in developing countries. RutgersWPF has implemented projects in Asia, Africa and Latin America. In 2005, RutgersWPF Indonesia established a field office in Jakarta, Indonesia in order to more effectively manage and expand its current portfolio. RutgersWPF’s Country Strategy in Indonesia focuses on improving sexuality and reproductive health services and information for young people and decreasing gender based violence.

RutgersWPF Indonesia manages program of Adult Sexual and Reproductive Health Rights (ASRHR) and Gender Based Violence (GBV) programs in various provinces in Indonesia. In cooperation with various local NGO partners, this program aims to first, to provide ASRHR services for young people such as adequate information on ASRHR issues, including enhancing capacity building for teachers and parents; and second to provide intervention program to prevent gender based violence with local NGO partners, and third, to mobilize advocacy program to influence decision makers to support SRHR education and GBV programs and provide adequate budget for that. RutgersWPF and partners established Aliansi Satu Visi to enhance partners capacity and strengthening SRHR network.

Due to this project development, we are now seeking outstanding candidate talents to fill the following positions at our Jakarta Office:

ADMINISTRATION (Code ADM)

Task and Responsibilities
A. Office Administration :
1. Procure office equipment, assets, office supplies and services and Coordinate the maintenance of equipment, assets, and services, according to WPF Procedures, Standard Operational Guidelines, and the Headquarter procedure.

2. Arrange of meeting and keeping of the Country Representative and Office and Office Agenda:
  • Coordinate and make Minutes of Internal Meetings
  • Coordinate the Overall Office Agenda
  • Preparing material for meeting needs (Notebook, LCD, etc.)
3. Organizing of Staff Travel (outside Program Department)
  • Organize official (inter) national trips for office staff.
  • Provide administrative, logistical, and contact support for incoming visitors, consultants.
  • Fulfill office management duties, such as receiving and delivering incoming letters, coordinating with suppliers about service date (photocopy, landscape, AC etc.),   including answering phones, photocopying, faxing, ordering supplies/workshop materials, etc.
  • Maintain and stock office supplies and process supply order from Office Manager.
  • Label and maintain all administrative files including travel clearances, itineraries, visa requests, consultant transport and lodging information, and all other non-accounting related documentation
  • Help develop and implement basic office systems and accompanying procedures.
  • Arrange for and oversee the maintenance of office equipment in coordination with the Office Manager
  • Coordinating with IT in maintaining Office Network

B. Administering of The Alliance
  • Arrange of meeting, workshop, training of ASV Agenda:
  • Preparing material for meeting needs (Notebook, LCD, etc.)
  • Preparing financial budget activities under supervising of project manager
  • Maintaining ASV petty cash
  • Fulfill office management duties including answering phones, photocopying, faxing, ordering supplies/workshop materials, etc related to ASV activities.
  • Technical support for any ASV activities

C. Others Perform other related functions as required by Country Representative.

Qualifications
  • Minimum Diploma in administration or related field.
  • Strong administration (secretarial) skills
  • Experience at least 2 years working in the same field.
  • Willing to work in gender equity working environment
  • Advanced Knowledge of Major Software Application (Microsoft Office)
