Senior Contracts and Procurement Manager
The Indonesia Australia Forest Carbon Partnership (IAFCP) Facility supports the demonstration, through the IAFCP, that reducing emissions from deforestation and forest degradation in developing countries can be part of an equitable and effective post-2012 global outcome on climate change under the UNFCCC. The purpose of the IAFCP Facility is to support the Partnership Office (PO) to deliver scientifically rigorous policy and technical solutions for the IAFCP, to support the development of Indonesia and Australia’s national positions on REDD and to inform international negotiations on REDD.

The Senior Contracts and Procurement Manager (SCPM) is a full-time position responsible for providing high level project management, procurement and contractual support and advice to the Program Management Unit. The SCPM will work closely with the Operations Manager, Procurement Managers and Field based Project Managers to ensure that all Activities are procured in the most efficient manner, and that implementation of these Activities is properly managed in accordance with best practice Project Management standards. This includes effective monitoring and reporting on performance, particularly in respect to management of risk, time, cost and quality.

The SCPM reports to the Facility Manager as well as the IAFCP Project Director. The position will be based in Jakarta, with frequent travel to project areas.

DUTIES AND RESPONSIBILITIES
  1. Assist the Facility Manager in the planning, procurement, management and reporting of approved Activities to ensure the most effective and efficient use of Facility resources;
  2. Manage a team of Procurement Managers to carry out local and international procurement of goods and services (including consultants) for IAFCP approved activities.
  3. Provide high level guidance and direction to procurement managers, field based project managers, and sub-contractors in the preparation of Requests for Tender, and the drafting of sub-contracts and variations to ensure efficient and responsive support to the PO.
  4. Ensure all procurement activities are conducted in accordance with the Australian Commonwealth Procurement Guidelines and the approved IAFCP Procurement Manual as amended from time to time.
  5. Ensure the timely contracting of activities, processing of contract payments and monitoring of sub-contract invoices and acquittals against the basis of payment.
  6. Ensure that Contracts are properly managed and maintained on a suitable database.
  7. Plan, coordinate, and manage the sub-contracting and / or implementation of all activities as tasked to the Facility through detailed Terms of Reference from the PO;
  8. Prepare and maintain a schedule of work activities (on MS Project or similar) to assist in the management of contracts, timing and relationships.
  9. Provide high-level supervision on the implementation of activities, monitoring of progress and reporting on progress of these activities as required;
  10. Establish and maintain activity monitoring systems to ensure that routine information is of a high quality and produces the necessary data to meet IAFCP reporting requirements.
  11. Provide high level risk management and quality assurance support to the IAFCP Operations Manager to ensure compliance in all aspects of procurement, finance, administration, human resource management, etc. with regulations, legislation, the Head Contract, and IAFCP agreed processes and guidelines.
  12. Ensure all policies, procedures and procurement related templates are continually reviewed and updated to ensure maximum efficiency and effectiveness in support of all approved Activities.
  13. Other tasks as reasonably requested by the Facility Manager.

Key Selection Criteria to be addressed in your Application:
Essential
  1. Qualifications in Project Management, Procurement, Business Administration or other related field.
  2. At least 10 years of demonstrated progressive experience in managing large scale complex development programs that are geographically dispersed with a large diversity of stakeholders.
  3. Strong understanding of the Australian Commonwealth Procurement Guidelines and their application.
  4. Demonstrated experience in establishing and managing processes and systems for procurement and contract management, monitoring and quality control of activities and projects.
  5. Demonstrated experience in developing high quality tenders including related documents such as project specific conditions of contract, and accompanying basis of payments.
  6. Demonstrated ability to guide and mentor staff in sound procurement and project management techniques.
  7. Strong written and oral communication skills, adaptable to a wide variety of audiences. In particular, a demonstrated ability to constructively negotiate with stakeholders to facilitate outcomes, and the
  8. ability to write about complex issues in plain language.
  9. Previous experience of working in Indonesia

Desirable
  • Experience in construction and/or the Natural Resource Management Sector.
  • Bahasa Indonesia language skills
  • Experience in the use of Project Management tools such as MS Project

Adviser Remuneration Framework (ARF)
Classification:
  • Long term C3 
In addition to the monthly remuneration applicable to C3, the position will be entitled to
allowances and support costs as per ARF guidelines.
